How do you know they have no website?

We search for each business and check what we find against its name, address, phone and email domain. "No website" means we looked and found none; businesses we haven't checked yet are never counted as no-website.

Can I target one city or trade?

Yes. A campaign is a trade and an area, down to a list of cities.

Do they already have a Facebook page?

Often. We note social pages we find, so you can mention them.
