How staffing agencies find employers before the job post

The signs a business is about to need extra people, which employers use temp and temp-to-hire staff, and how to reach the owner first.

By the time a job post goes up, every staffing agency in town can see it. The agencies that win are the ones already talking to the owner when the rush starts. That means watching for growth before it turns into a vacancy.

Which employers use staffing agencies

  • A new location or licence: a second warehouse, a new hotel or restaurant licence, a new contractor licence.
  • Building permits: an expansion or new facility is months of hiring ahead.
  • Seasonal patterns: warehouses before the holidays, construction in spring and summer, hotels before peak season.
  • A big win: a contractor named on a large public project, or a manufacturer announcing a new line.

Who to talk to

In a small or mid-sized employer it's the owner, the general manager or the plant or operations manager, not HR. Licences and public records usually name the owner; see who to email at a small business.

What to say

  • Ask how they handle a rush today: it starts a conversation without assuming they have a problem.
  • Be specific about speed: "screened workers within 48 hours" is a promise they can hold you to.
  • Offer temp-to-hire: many small employers like trying someone before hiring them.
  • Time it before the season: reach warehouses in late summer and contractors in late winter.
